Why You Must Pay RUC Now
If you own a diesel vehicle or an Electric Vehicle (EV) in New Zealand, the “free ride” is officially over. With the 2026 legislative changes, the exemption period for light electric vehicles has fully expired. This means every kilometre you drive on Kiwi roads must be prepaid.
The New Zealand Transport Agency (NZTA Waka Kotahi) is cracking down on overdue RUC licences. We are seeing reports of increased roadside checks and hefty fines for drivers who display an expired RUC label or whose odometer exceeds the purchased distance. It’s not just a tax; it’s a legal requirement to contribute to the National Land Transport Fund.

Confusion is common, especially with Plug-in Hybrids (PHEVs). Are you liable? The 2026 rules have clarified the definitions. You are legally required to buy RUC if your vehicle fits ANY of the below categories.
- Diesel Vehicles: All diesel-powered cars, SUVs, and utes (regardless of weight).
- Full Electric Vehicles (EVs): All light EVs under 3.5 tonnes (e.g., Tesla Model 3, Nissan Leaf).
- Plug-in Hybrid EVs (PHEVs): Vehicles that use both petrol and external electricity charging. Note: PHEVs pay a reduced RUC rate because they also pay some petrol tax.
- Heavy Vehicles: Any truck or vehicle over 3.5 tonnes gross laden weight.
Note on Hybrids: If your car is a standard hybrid (like a Toyota Prius that does not plug in), you generally do NOT pay RUC, as you pay enough petrol tax at the pump.
How to Buy RUC (The Fast Way)
Buying a licence is quick, but you need your current odometer reading handy. Do not guess this number! If you underestimate it, you’ll be invalid immediately. If you overestimate, you’re paying too early.

Costs have adjusted slightly for 2026 to reflect inflation and transport budget needs. RUC is purchased in blocks of 1,000km.
Standard Rates (Current Estimates):
– **EV:** ~$76 per 1000km
– **PHEV:** ~$38 per 1000km (Reduced rate)
– **Diesel (Light):** ~$76 per 1000km
Plus, there is an admin fee (~$12.44 online) every time you buy a block. It makes sense to buy more units (e.g., 5,000km or 10,000km) at once to save on admin fees.

Avoid These Expensive Mistakes
1. The “WOF Fail” Trap: Did you know you cannot get a Warrant of Fitness (WOF) if your RUC is overdue? Mechanics are legally required to check your RUC label. If the odometer reading on the car is higher than the label, they may refuse the WOF until you fix it.
2. Buying Too Little: Buying 1,000km at a time is the most expensive way to pay due to the transaction fee. If you can afford it, buy 10,000km blocks. You save roughly $100 a year in admin fees just by bulk buying.

Label Didn’t Arrive? (Solutions)
