The Core “Pain Point”: Affording a Home in 2026
The Ministry of National Development (MND) and HDB have recently recalibrated the housing subsidies to ensure public housing remains accessible. With resale prices stabilizing at high levels, the Enhanced CPF Housing Grant (EHG) has become the most critical component for first-time homebuyers.
For 2026, eligible first-timer families can receive up to S$120,000 under the Enhanced CPF Housing Grant (EHG), depending on household income. When combined with the Family Grant (up to S$80,000) and Proximity Housing Grant (up to S$30,000), the total potential subsidy can reach S$230,000 for resale flats.
However, accessing these funds requires strict adherence to the new HDB Flat Eligibility (HFE) letter process. Unlike the old HLE letter, the HFE assesses your eligibility for flat purchase, CPF grants, and HDB housing loans all at once.
Who Qualifies for the Enhanced Housing Grant (EHG)?
The EHG is designed to help lower-to-middle income families. To qualify for the maximum tier, your average gross monthly household income must be assessed over a continuous 12-month period.
Your monthly household income must not exceed S$9,000. (Families earning S$1,500 or less qualify for the max S$120,000).
At least one applicant must have worked continuously for at least 12 months prior to the HFE application, and be currently employed.
The flat’s remaining lease must be more than 20 years and must cover the youngest buyer until they are at least 95 years old.
The HFE Application Journey
Gone are the days of separate checks. The integrated HFE letter is now the single source of truth for your budget.
Step 1: Preliminary HFE Check
Log in to the HDB Flat Portal via Singpass. Submit your employment details and CPF contribution history. The system will give you a preliminary outcome immediately.
Step 2: Formal Application
Upload supporting documents (payslips, NOA). HDB will process this within 21 working days. Do not book a flat before this letter is approved.
Step 3: Outcome Letter
You will receive the HFE letter stating your eligible loan amount (HDB or Bank) and exact grant quantum. This letter is valid for 9 months.

Common Mistakes to Avoid
A major pitfall involves the “Income Assessment Period”. HDB looks at the 12 months ending two months preceding the month of application.
⚠️ The “Resale Levy” Trap
If this is your second subsidised flat (i.e., you sold a BTO or a resale flat bought with grants previously), you must pay a Resale Levy in cash before collecting the keys to your new flat. This can range from S$15,000 to over S$50,000 depending on your previous flat type.
